The current penalties are more than adequate, I can maybe agree with upping the duty finder penalty (Not to 48 hours) if someone leaves, but I cannot agree to the Party Finder penalties you propose.
What's to stop someone from listing a duty incorrectly (ie: listing as clear, but being prog) and holding the party hostage to their penalty?
Party finder is also used for things other than duties, at least on my data center, it is filled with JP Roleplay events, concerts, EN roleplay cafes, crafters offering discounted crafts, FC and Linkshell/Community ads.
I would disagree with this on 1 specific case.
Roulettes.
IMO you should not be joining any roulette unless you are willing to complete any duty that rolls from that roulette and bailing out on a roulette should lock the person out of queueing roulettes for 24 hours.
TBH though it seems like heavy handed and extreme measures are likely required if anyone ever expects the frequency and degree of toxic behavior to decrease. That goes for society in general. It doesn't just apply to video games. People just don't notice it as much IRL.
