Of course that's the first thing they're going to tell you. They're level 1 and have one button.
The combat is basically your standard MMO set up. So not sure what they were expecting.
The early dungeons can be pretty lackluster but I found the fights get much more fun around level 60. I've honestly never had anyone in real life complain about the combat and have dozens of friends who play. But to each their own :D
It is not really standard. For one the GCD feels weird, coming from other mmos. It took time for me to get use to that. Second, the melee combat feels stiff and later on keeping track of where you attack, along with rotation buffs dots, and all that. It becomes tedious.
I mean this is all perspective, so noone is right on this point. I'm just stating that the combat in this game to myself and many others who I tried to get into the game is the worse part. The story, the flashy fights on how they look. All that is cool. When I saw knights of the round first time. I was hyped. The combat? iffy.

Doesn't count. There is no specifically-mage quest line, and pressing 1, 2, 1, 2, 1, 2, 3 in RP mode doesn't teach you anything meaningful about your job.
But, good news, it's simple enough for wow-refugees and casuals to get bored and blame boring combat and difficulty for their failure!
I also don't find combat to be fun, but it's not an opinion that's unique to FFXIV for me since I didn't enjoy it in WoW or other games either. I actually prefer the slower GCDs here but I do miss having a more fluid melee (though DNC works fine as a main for now). In general, combat just isn't fun gameplay for me and I'll go through the bare minimum required in order to enjoy the game.
It doesn't mean I'm bad at it or that I won't put in effort - I'm pretty good at my job and I don't want to burden others if I do find myself in a party, I just don't enjoy being in combat. It's annoying and uninteresting and I feel that way about most games. I just wish I could skip combat the way others skip cutscenes.
Caster was my favorite role quest, even though it's my least favorite role.

From level 2 or 3 to 70? You have less to significantly less going on, and on a much slower global cooldown. 14 from ARR through whatever step they last pruned abilities to at the time you're playing it is 'My First MMO: Extended Tutorial'.
For the OP, if you cant do the content, or can "only barely do the content" on very easy, you're either not keeping up with your gear, not keeping up with actually using a rotation, or not very good at pressing a button every few seconds.
One other possibility is that it is a failure to properly read and understand what is required out of those particular role quests.
i say this without judgement, because I have seen it from players that I would otherwise classify as competent to good in group play, but when they got to the role quests, they misunderstood what they were supposed to be doing at first, and treated it as just a standard fight.
