I think Divine Might is saying - Certain jobs are far more advantageous in large scale PvP. For example, NIN and DRG are typically dominant in kills for NA/EU Frontlines and Rival Wings... and it will most likely be the same in a hypothetical open PvP environment (with team play allowed) for these data centers.
Side note: The reason this is not the case for JP data centers is because of the 'natural' coordination that Japanese players have when playing large scale PvP, especially their range DPS' and healers. It's difficult to rack in kills when all three GC's are always sticking together and their range DPS' know how to quick-target and rein a significant amount of damage to anything that comes close to their team.
Therefore, there's a possibility that to balance the proposed PvP zone, jobs such as NIN will be nerfed... and maybe by a lot (which will suck for NIN players). But, I assume that SE tweaks jobs according to JP gameplay in PvP. So if they don't nerf NIN (or DRG or whatever job is dominant at the moment), it's equally as bad. IMO XD
