As a DPS main myself, I tend to give other DPS a com (if they didn't drag the party down). If the other DPS is manqo'te, they have to excel in order for me to give them a com.
I feel like tanks and healers get enough coms for simply existing in a party.
Even though I only have PotD as a reference point (I did like 10 level 60 dungeons in total with my PLD), I got the most coms when I was leveling healers and tanks.
Which was strange to me because I felt like I never really did something special.

You'd probably get mine then, rather than someone who went all out on making a standard dungeon be as efficient as possible. If you want to play hardcore then by all means go for it, I do it sometimes and only because I want to practice or for fun, not because I am hoping to impress anyone. If I Tank then I do my best to be as fast and clean as possible, not because I want recognition but because I want the run to be as convenient as possible for the party. I can't relate to the idea of doing it and feeling slighted for not getting commendations in the end.
In ARR and halfway through the initial Heavensward story, I mained Dragoon and did get my share of commendations in the process, though not as much as I would have on Warrior or Paladin if I were inclined to those jorbs.
My case was simply trying to be verbally helpful when necessary, not be an ass, know my rotation for solid output, etc. There have been a few occasions where I got triple commendations on a roulette run as a Dragoon.
I usually commend the other dps if they do a good job. If I'm healing I'll usually commend the tank.
well the fact that i got the golden magitek armor as a dps main must mean i am doing something right xD but that is not even my most accomplished commendation i did alexander midas the burden of the son and recieved 6 comms for being the last man standing to finish off the boss at 10% health points
I usually run healer with a tank friend. We give both DPS a comm unless one ticked us off somehow (complaining we're going too slow, or too fast, or some other stupid thing). As a DPS I either get no comms or all the comms:

PotD is a good place for DPS to get comms. You'll get noticed more if you're using a 99/99 setup though.
Lot of the time everyone is in such a rush to leave either I can't move fast enough to comm someone before they're all gone, or I comm the one person who's left to comm (if their play was adequate :) )
On the other side of the coin, I collect random comms for the same reason - I'll be slow to exit the duty and I'm sure I get commed for being the only one left to comm!
I will comm DDs most especially, when they show leadership in duties - taking on the role of explainer, when the Tank is a first-timer, for example.
