There's too much PvE focus in Shatter because that is exactly how the devs designed it due to the ice tomeliths being big score piƱatas (and how poorly they scale between 72-man and 24-man matches) and the added point-boosting of stealing bases. Both are supposed to dissuade lingering and fighting so long as there is an uninvolved 3rd team that benefits from 2 teams being preoccupied (which is why large leads/run-away games even happen, to the fault of the 2 teams caught in a fight). There's very little they can do to salvage this mode outside of letting kills/deaths give ridiculous point gains/losses or do something about how much points ice tomeliths give.
