Housing is a very limited and highly desired thing which is handled by the SE dictating plot values and not allowing the reselling of them privately.
They do not want people treating them like a commodity which is why SE give you no gil back when choose to relinquish and reclamation was intended to help those who lost their houses not by choice (obviously people are abusing that system to make a portion of the gil back by choice though but that was not it's intended purpose). Relinquish was intended for people who 'choose' to leave it, reclamation was intended for people who 'did not choose' to leave it but lost it anyways.
