Checked angler, only one person has posted that it's available in Sohm Al Summit, in fair weather with red balloon bait but I've been fishing there all day and have yet to catch one. -

Caught some gobbie mask going for a different fish; its mooched from rudderfish which can be mooched from sky faerie or straight caught. I caught them after midnight but I don't think there is a time requirement. Weather was clear.
