I had to do this one for Book of Skyfire II, so I know what you mean. It's not a very long Fate, and the mobs are just as easy as the regular ones on the next platform. Easily cleared by 2 people with time to spare. If there are others doing the other Fates, it's probably a better idea to camp it in this situation. Most times I see people camping it though is during dead periods. In this case they should all run around clearing other Fates (and not worry about not making it in time since nobody else is around), or wait until the Atma grinders get on to camp it.

Personally, unless they increase drop rates on fates and lower requirements for books by a significant amount, I will never participate in atma/animus weapons. I can honestly say that I would have no fun at all getting these weapons, so why bother? Glad to see that some people enjoy this type of content but I'm not one of them.

Buff the drop rate? Some will still get it faster than others. To 5%?. Thats still 95% chance to not get one each fate, so you could still end up doing 100s with no return. 5% success rate does not guarantee that after 100, 5 of them would be successes.

Sell with seals? Still have to do FATES.

Dungeons? At least theirs variety with FATEs, and its open world.

I'll take FATEs over running the same limited dungeons over and over and over and over as have to for the books.

The Atma/Animus/Novus Weapons were meant to be an acquisition path for the casual playerbase and as such will never be higher than their raid equivalents. Granted, I use raid lightly considering it's only 8-man content.

Make it a 25% chance to drop from a FATE. Remember, the Atma is just there to allow you to begin the true grind, namely the Myth books.
