Are we positive that #44 is Morning? Got there at 11:50 AM and it wasn't working, and reading the sightseeing log suggests that it's in the Dawn time block instead.

Yes, it's morning. If it was not working, maybe it was because you've perhaps mistaken it with Thunder weather ?

Can't really be helpful on this one. I'm pretty sure you know already where to jump from, the Bark that is steplike shaped. Don't try to jump from the uppermost part, we tried getting there from the last step. Friend of mine got a technique so he'll always make it up there, tho he cant explain how hes doing it as he starts at the exact same spot as i do.
