Weeb-Police, despite everything, isn't actually doing anything against ToS. Multi-boxing (running multiple instances of FFXIV on one PC) has never been a problem, and he's just hanging out. You can say he's hindering your play by having too many characters, but that is going to happen in areas on busy servers whether it's one player or 500 players just hanging around.
The best thing to do if the presence of someone just being there bothers you is to leave. I usually hang out in Ul'dah because Limsa is way too congested and some people hammering their emotes with friends can get to me.
But they aren't doing anything wrong so *I* leave like the adult I am.

Multiple people gathering together to show that they distance themselves from whatever the other person did. They do it for a reason. Last seen during the TOP Worldrace and the cheating group Unnamed_ clamining world first to stop them from showing off their new weapons. This lasts usually not longer than 2 days. The weeb police on NA does it for weeks straight without any reason except attention seeking. So No- we dont have that kind of stuff on other Datacenters.
The solution to someone multi-boxing with dozens of characters with the clear intent of obstructing play, scaring away new players, and targeted harassment of an in-game race cannot be "just go somewhere else lol"
The main issue here is all of your solutions are based on "I don't like you so you have to leave". Think about it logically, you don't own limsa, moving them is outside of your control but moving yourself is. You're choosing to stand there in the middle of it all just to be negative and force yourself into a bad mood.
Just because you don't know the reason for the alts weaboo has doesn't mean it doesn't exist. You only know what you see, but you don't see his characters every hour, every week, every month, for years. The fact people have to find out he moved to a different world with his characters from other people on the forums/twitter shows individual people don't track him consistently and think he only stays in 1 place. If he's popping up on other worlds and people have to find out about it later from someone else, there's an implied question of where else he's been that people just haven't talked to the right person to find out he was there. The fact 99% of people here don't even know that there's OG weaboo who posts on the forums, but there's 2-3+ other people who use the name weaboo regularly in-game next to him shows there's elements that aren't mainstream public knowledge yet. People didn't know why his numbers went up and down compared to previous years or some moments when they saw him, and it's because they don't know the entire picture.

new players are more scared of the 50 pound chest mods + rampant sexual harassment, the ancient scripture language of PF raiding to decode, and having to return to Wuk Lamat for the 300th time than they are of an afk roe in underwear they'll only see for 30s a day BECAUSE A NEW PLAYER HAS ACTUAL THINGS TO DO THAN STARE AT THE SAME PIXELS ON SCREEN ALL DAY.

If you roleplayed in the sfw community decently, you would've been seen or heard about this because it's a common discussion of weeding out people who hide real life racism behind the eorzean lore like a guy who gposed killing one of the elephant people.
Internet trolls have existed since the internet itself, so its not going to stop, and people keep taking the bait they keep doing it. Use your blacklist to get rid of him if it bothers you, otherwise ignore it.
New players likely don't know about mods and can't see them on others if they are not synced. They won't see Wuk Lamat unless they get past the filter that is ARR, not to mention all the other expansions or skip.
If SE really would enforce age rating on the community NA would be empty.
New players are a whole lot more likely to "get scared" by the very questionable things people are shouting/saying in pretty much every Limsas than by seeing a bunch of Roes standing there doing nothing.
If you're malding so much because your idle spot got "taken over" by a bunch of Roes doing nothing then it's either time for you to go to a new spot or better, touching some grass.
Who is talking about "50 pound chest mods"? No one sees those other than the person who chooses to use them, and certainly not new players. I certainly don't.
Limsa Lominsa is a social hub. Shocking, I know, but people in this game like to socialize and talk to each other! He's visually obstructing virtually every hangout spot in the city. You clearly have a very defined opinion on what it's like for players to do that, so refusing to see how that is happening here is just obtuse.
You say "an afk roe" like it's only one guy. I have over ONE HUNDRED AND TWENTY (120) of his characters on my blacklist and that's just from THREE separate blacklisting sprees. That means he has 40+ of his alts online at any given time. How the hell is that healthy or a sane thing to do? And no, harassing players controlled by actual human beings is not "roleplay". Why am I not surprised that the people condoning this insane behavior have never heard of consent before?

Bet some of the people defending that kind of behaviour are also the same people complaining about server instability, emergency maintenances, long login-queues, congested servers, performance issues e.g.
Ppl complaining about 20-40 afk roe's, but not the 50+ ppl who don't even pay membership ON ANY ACCOUNT on free trials in quicksands AFK until they get a tell or party inv to use mods for nsfw ooc, noone complains about the hundreds of raiders who play league of legends and gacha games that AFK for 12+ hours everyday and only tab over when they hear a tell ping instead of adding their friends on discord and logging out and they'll do that daily for 3 months after the first month of a raiding patch, noone complaints about people using 3rd party software to bypass auto-kick features square enix made, noone complains about the gposers who log in, spend 3-6 hours posing and editing just to upload nsfw pictures on twitter that Yoshi P told people not to upload, and then head to a venue to AFK with their friends they have on discord that they don't even roleplay with outside of ToS breaking mod animations, and people from NA had their panties in a bunch when they brought 800+ ppl and capped zones on OCE during modfests and OCE ppl got mad they couldn't even enter zones and told OCE natives to just hop worlds and stop complaining. If people want to complain about congestion, they should do it with their whole chest for anyone who doesn't have meaningful gameplay or social interaction when signing in and people over-congesting one area because they're too antisocial to form groups capable of spreading out.
Even if we're completely ignoring that the 50+ people are actively socializing with each other while the 20-40 afk roes (who are, btw, all controlled by a single person or their script) aren't ... how are you against one of those things but not the other? The Roe guy is doing the exact thing you're accusing people from Balmung of doing: congesting servers by afking and not "actually playing the game."
I mean, whatever floats their boat, and whatever they do is ultimately their prerogative.
But either logging in is their favorite activity in FFXIV, or they are in some way, shape or form breaking the ToS.

They literally have LF OOC Goon/Bait in their search descriptions, there is no casual conversations going on, they are not looking for friends xD
Tbh, if I had to take a double nuke from Yoshi P I'd do it. I'd take OG quicksands with only rp ppl and no weaboos. If Balmung lost 60-70% of its population from the gposers/raiders using wu/t the wrong way and the nsfw ooc's being gone, balmung natives'd probably be happy they could host events during primetime hours as well. I would consider that a nuke for the greater good. If we're talking scalings, 50 characters afk vs. 50 characters looking to goon and inviting ppl to do so in public, crowded areas, I'd say the second is worse from a business standpoint. ff14 being treated as a pron live chat room and facilitating an irl market profiting off square enix (the nsfw animation community that paywalls) is a lot more disrespectful than troll visuals.
They do ban bots. Just in waves, which ironically doesn't fix it. Asmongold clarified why that doesn't work years ago, before he even dipped his toes into FFXIV. He was explaining it and how it could be stopped in WoW very easily.

And he explained why. Most people running bots are doing it to create a profit of some kind, at the expense of the game they're abusing in the process. The problem with banning them in large waves is that every time the wave comes in to crash against them they've already acquired more accounts and enough money to continue doing it anyway. So, the solution, is literally just ban them faster. Ideally, they'd be getting banned fast enough that it starts cutting into whatever money those kinds of bots are producing for their owners. Then they'll just simply stop doing it because it's costing more than they'd make to keep running it. Players in World of Warcraft took it into their own hands by tricking the AI of the bots into attacking mobs that would inevitably kill them. Full-stopping their process. Even though "player killing" IS against the rules they don't ever do anything about it... Square Enix on the other hand..... well... Nobody's tried that tactic yet because the bots are either also running various cheat softwares to clip under the map so it's not possible to get an enemy to aggro onto them through normal gameplay.... Or.... the owner will just report you because most of the people running a bot will be watching nowadays to resume the process of anything goes wrong I.E. a bot dies for whatever reason.
As for the thread itself.... Remind me again why we care so much about several dozen buff Roegadyn men wearing the Star-Spangled Subligar and are just standing proudly in Limsa Lominsa? Are they stealing money from your bank account, or something? I can't imagine why their presence alone is so insulting. It's crazy.
