Well, in the dats the models are there (Airship/Gunblade) and Gunblade is indeed put to use in-game currently, it's not for players. Adding this as a playable gender should be probably the dirt floor in terms of priority since there are 100x more important things (Battle system, Jobs, more story etc.)

Battle System, Jobs, and More Story are done by teams that do not work on Characters. :P
