So my friend Kloiste who was the leader of CL's raid group 4 is trying to get back into this game, but supposedly the character creation for Ultros is closed. If he manages to create a character in Ultros, can he be accepted as a social member such as myself?

I would like for him and myself along with a few others to create our own static and it'd be great if we could be admitted into SF where people inspire one another to make progress towards the end game content in Eorzea.

I doubt that SF will be recruiting another static at this time, or even a group of people aiming to create a static. You can try the website though, applications are always looked at by all of the officers, usually not long after they are posted.

Not to recruit another static, but to join an FC who's chat can kind of keep him competitive as a potential raider.

We're not really a place for beginners to hop into Coil unfortunately. We're currently only really looking for people with Nael experience.
