There is no drought. Not SE's fault if you decide you don't want to do any of the available content.
When you don't want to do what is available, what's the sensible alternative?
Find another game to play.
Ever stop to add up how much you end up spending on those other games in a month, even though it's on microtransactions instead of an inclusive subscription?
Your $13 a month absolutely does provide you with what you're paying for - access to the game servers to play the content available on those servers at any time outside of maintenance during that month. No where does it state you will be getting new content every month.
What other games are giving you completely new content every single month that will take a full month to complete?
If you only want new content for your money, then don't subscribe except during months that new content is being released. Or better yet, wait until the x.55 patch to subscribe when all the content for an expansion will have been released. Play through to completion then unsubscribe until the next x.55 patch.

I'm a lot happier paying $13/mo for this game than I would be paying $13 at my local movie theater to purchase a single ticket to a single movie that lasts 100 minutes and can only be watched a single time for that $13.
If you don't think you're getting your money's worth, then take your money to another game where you do. It's pretty dumb to keep spending your money month after month on something you think is a ripoff.
The 9+ month gap between the final major patch of this expansion, and the next expansion launching, is going to be an incredibly trying time for this game.
Maybe their goal is to make everyone so bored with FFXIV that they buy FFXVI to fill the void.
People who complain about lack of content are always those who haven't done much of the content that exists. You have 43 mounts and as someone with 4 times that amount I know there is a lot of content you've not done or you've barely tried. Now of course you don't have to be a mount collector and get the grindy ones if you don't like it, but some of the ones you are missing are almost handouts for showing up. Custom deliveries, island sanctuary, ocean fishing, tribal quests, unreal trials, A/S ranks, big boss fates and so on.
It's like someone who puts an aetheryte, a garden plot and a stable on their yard, never uses any of the 3 and just teleports to limsa for the retainer bell. VS someone who creates a stunning designer house interior that took dozens of hours and millions of gil. Those two players are never going to agree on how engaging the housing system is.
This Drought, til at least 7.0 will last and feel harsher due to the whole XVI/XIV Graphics Update-Upgrade.

I honestly cannot give any good ideas, unless we take things slowly, I piece of content at a time.
Exploration Zones are great, but one can handwave their existence and lack of content this expac cause of the above.
Though changes to how long you're allowed in there(npc that increases timer), option to vote the instance to remain open/lock[requiring massive majority], and maybe even access to Saddlebag, Mail, and Retainer could ease.
A middle ground of Eureka And Bozja would be great.

As for Relics, I'm one of the Players with alts. I'm not shy of a grind. but Relics need adjustments for unlocking Relic Glamour for Alts.[Example: All books at once, or Mahatma. or Improvement to drop, or queueing for Requisite Questlines that can Roadblock progress in Exploration zones, or farming]
Since a noticeable chunk of players do have alts for various reasons, so "Content" ain't their limit, but time.
Releasing Current Relics at an opportune time wouldn't hurt the game either.

[Ex: At the start of the first tier, it would go, Crafter/Relic<and or AF>/Tome N Raid Gear.]
Though if the first step is always going to be tomes like Shb/EW then the first step Relic matching or being just under Crafted would work, as to not mess with the market.
1. will not make dungeons more fun. They should focus on criteon dungeons, as that is very well done concept that works in FF.
2. I wish every day for some open world content. But they said they dont wanna spend time on making so many well made CEs like in Bozja for open world fates. I would love it tho.
3. We already had that. BA raid in Eureka and DRS in Bozja. Amazing 56 and 48 man raids. But that content is probably scrapped in EW for.... I dont know. Island Sanctuary and Variant dungeons? Im sad
Sorry to say, but no new ideas here. Its not only about making HARD content. But content that is enjoyable doing repeatably with fun rewards.
Apparently there is no drought. Have you gotten all the recolored horses? Achievements? Big Fish title? Necromancer? No? Then you haven't finished FFXIV.
This game isn't about "fun". It's about re-running the same shit over and over again until you get a recolor of a mount that you already have, solely for the sake of filling up a collection (in other words, immense cope for not having anything else to do).
We're talking about video games, not movies. I myself only get 10 minutes of enjoyment for bourgeoisie avocado toast for the same price, does that mean that movies are a steal? We pay a total of $52 per patch in sub fees. A patch that, some say, has less new content than an actual movie (emphasis on new). I could also compare FFXIV to other games for the same price, but that would be totally unfair.
And to be fair, we're not the only game with this problem. It's okay! FFXIV isn't the worst! Many people hate World of Warcraft for the same reason. They went through the same thing that we're going through right now. And all of the people hailing it as the best game ever turned against it because they saw the game wither away. Your mind could change, too.
And they will. People in your social network will get bored of the game and move on. Then they'll stop coming back for good. One by one, people will vanish. The more haughty and arrogant Square Enix is, the less the game improves, the more we stagnate, and the sooner this game dies off. Your communities will be dead and you'll be stuck asking yourself: why did everyone leave? Let it be known that we told you the reason why and you didn't listen.
