If you own a house already, you shouldn’t be allow in the lottery.

Wards 1-18 are currently reserved for FCs.

Wards 19-24 are currently reserved for personal houses. Those are the wards your friend needs to check.

Don't forget that many plots in Mist, Goblet, Lavender Beds and Shirogane are now vacant. When the next lottery period begins, those houses should be part of the lottery.
