Which outside of Savage progging doesn't really exist which directly feeds into the notion that healers are only fun during week progging which so many people echo in this forum.
With unavoidable damage being so scripted and far away from each other the cooldowns never matter because they adhere to that script. P2N is a perfect example of this. The Pushback mechanic always shows up every 2 minutes and whoa what a coincidence Surecast and Arm's length is on a 2m cooldown too. How much gil do you wanna bet that every raidwide AoE is scripted around our oGCD in a similar vain? At the end of the day when we get Lilybel on a 3m cooldown its not because the ability is so super strong its basically a AoE Benediction and must have same 3m cooldown, its because the raid mechanic it's supposed to counter is on a 3m timer too. That's how shallow healer design is.

There is no point in DPSing at all if healing GCDs reimburse 100% of your lost damage. It should not be 100% return.
So you don't have to choose? It SHOULD be a choice, otherwise what is the point in there being one?

Which is why I proposed my own solutions, either adding an OGCD combo action from Toxikon, or just giving Toxikon a cooldown, both with 2 charges. This resolves the issue of it being spammed because now you can't just pump out E. Diagnosis and Toxikon casts over Dosis III, and you have the cooldown wiggle room to not need to use E. Diagnosis to match Toxikon's use on cooldown.

So long as these "mobility tools" remain taxed for their mobility, people will continue to never use them, or begrudgingly use them when forced to do so, which doesn't feel good. This effectively makes it not a choice, especially in the vast majority of content.

In Savage, my E. Diagnosis use is painfully limited. Pre-pull, P2S's limit cut, and the Divebombs in P3S. There's also the add phase which has a moment where you heal up for a raidwide, but I don't really have time to try and get some single target barriers on people during that time, and I also don't need them because adds is directly after the first divebombs where I refresh my addersting. Outside of that, I very situationally use them. Once on myself going into fountain of fire because the first hit really hurts and I just don't want to risk wiping the raid, and maybe on the off tank after the adds where they're also being auto-attacked, particularly if they got clipped by something and are dangerously low, though it also depends on what else I have available. Haima is typically the better solution, though.
