I think back in 2019 Blizzard had to go out of its way to sue a couple of individuals that conducted a bunch of attacks on their servers but they had to go through the trouble of launching their own investigation, find the people responsible, gather proof and promote a case for damages just because DDOS is not considered a crime.

Yeah, JP's login server exploded this morning and this is probably same issue.
However, I do hope SE has plan to get ready because they are likely the target for ddos attack now since WoW got exodus

I'd say that the government shouldn't regulate content on the internet but should probably regulate activity in the case of things like DDoS. However to do it effectively would likely require a measure of the "net anonymity" to go away though people aren't really as anonymous on the internet as they think they are regardless of what they use to try and hide themselves.
