The optimist in me wants to believe there's a good reason devs haven't implemented this again already.
The pessimist sez it's because now players are using out-of-game methods to avoid AFK, so devs are less certain they're genuinely dodging.

The problem with server resets is that it also affects those players who just finally made it through the queue to get into the game even if they've only been in for 2 minutes. It would not be fair to force them back into another 2-3 hour queue wait minutes after they had just completed it.
Queues are already starting to slowly die out, though the prime time queues aren't seeing as much improvement yet as the afternoon and late night queues have seen They will continue to get better as more players finish MSQ and feel less need to log in.
SE is aware of at least some of those out of game methods and have been issuing bans to players caught using them. There's been some "don't bother using this app because SE detected it and banned me" starting to float around social media.
Saying again we need daily server resets - at the minimum a statement from SE on the issue.
