The contest was not exclusive to Japan, because among the entries there were non-Japanese people who submitted pictures of themselves and their hairstyle. The nicknames were in Japanese because it was the Japanese devs that organized the thing. Dunno if all the winners were Japanese but 5 of em are for sure.
I don't know who made what but if it's in the game it's only because of the voting by players.
As for the ones that didn't get in it seems clear to me that who ever made the black looking hair style for dudes also submitted the black looking hair style for females seeing as it's so close in art style and theme. I don't think they name anyone though and just give the styles nick-names.
Also, they are getting into theories.
In that regard, it depends on your beliefs. As a Black man, I don't consider any of my relatives or skinfolk to be apes without getting decked.....

I would say yes to more hairstyles in general. Character creation in this game is lacking imo. I am not expecting BDO......But it could be better imo.
I have to say, that the hairstyle options are rather locking,mostly because of the contest.
However for that reason I do think it might be a good idea to have a few more contests with specific themes (Cutesy/Moe [I need more pig-tailed options :P], African, Punk, Long-haired, Hispanic, maybe even one based around past FF character hairstyles), preferably without player voting or at least a mandatory template to filter out the artstyle factor.
As it is. most of the current hairstyles does seem for lack of a better term, white-coded and that does seem to be a diversity issue overall.
