I basically only play DPS, so I usually comm a healer if I don't die, or if I do something dumb and have to get raised.

I pick someone at random. (And even then usually only if i'm leveling something and want to get the challenge log bonus for the week.)
There are rare cases where I'll comm someone specific. Usually if someone saves a run. Last person standing at the end of a boss on a near wipe. Or a healer that saves the run with a well timed lb3. Stuff like that. But it's usually on a whim and pretty rare that someone stands out in particular for it.

I had a completely awful healer in last night's expert (Amaurot) who died on the first boss at 5% and died on the last boss at about 60%. I assumed the death on the last boss would result in a wipe........ NOPE. We had a completely badass tank who wouldn't be contained by lack of a healer. He and I stuck it out and finished the fight just the two of us.
Best believe I comm'd that tank.

I'm still fairly new, so I'll comm someone if they've been helpful with explaining mechanics or something similar. Doesn't even have to be to me; one of the last comms I gave was to someone explaining a boss to another sprout. I'm also learning to tank, so my second priority is the healer for keeping me alive.
Finally, I' ll comm anyone sticking around at the end long enough to, if the first two choices split before I could.

In raids, if someone really stands out as carrying a run or being extra nice/helpful/patient they get the comm, otherwise I default to best looking character with a lore-appropriate name or whoever has the gayest search comment.
In dungeons I just comm whoever the 4th filler is for our FC run, unless they're rude or have a name that's too memey, then I just sit on the comm.

Last person I commended was a healer in Aurum Vale.
Didn't slack on healing, did dps, quite agreeable in general. Didn't even say "I hate this dungeon" when we started, which in and of itself is worthy of commending!

Commed the healer who spent a lot of time ressing everyone in the one Copied Factory run I've done so far.

Similar to the above. One of our healers made sure to get me up rather quickly after each death x_x felt bad that I got the 2B drop.

I commend a dps every run if people don't leave too quickly. Most recently it has been for not repeatedly dying, having a cool name, saying hello and thanks, Roe or Hrothgar master race, raising, using LB, being the last person to leave and just random choice.
