Hey now, you're forced to use it on one (required) side-quest near the end of MSQ! Literally had to look through all my abilities when I was told to use Repose because I had forgotten it existed.

It's a flavor spell. Because everyone knows that Healers are best known for their ability to induce sleep in people.
