Is doing USD art commissions allowed on FFXIV?

I'm saying that I don't understand how people who build their art and careers off the backs of other creators (by drawing another's character) can be so against others using their art. If folks want to play the high-horse card, then why not just create their own art? Why rely other creators for ideas and character design?
