That's really interesting. What you're talking about usually gradually would happen as you got closer to level 70. Now you're saying it's happening at level 60?

Having done some testing, the magic number in Experts is three. Three flashes and no non-boss mob will come off you before it is dead even if you just stand there.

If you were level 60.

Since 4.0 dropped Souleater's return at 70 has been 88%
