If there is somebody hacking in PvP and hacking often it would be known by now, the static PvP community does a very good job at policing the ranks in lieue of SE. If someone unfamiliar iss suddenly a God in PvP and sky rockets up the leader board, it does not go unnoticed. People far better than me and who have been pvping much longer than me have are quick to discover this stuff.

Granted there isnt much to be done by the community (besides reporting the player enmass) other than to name, shame and bring copious amounts of awareness to what they're doing. There are ways to hault their progress if theyre actively queueing and in the process of trying to take advantage of unsuspecting players.
