I understand what you're saying, but generally...still no. Some reasons:
- If things are that desperate, your Indom is probably recently on CD, and those extra Lustrates are rarely sufficient on their own to clutch and sustain a true emergency long enough for it to stabilize unless perhaps, as you suggest, a phase change is incoming that requires little or no healing.
- In an emergency, MP is probably a major contributing factor, and Dissipation is almost guaranteed to leave you worse off for MP than when you started if you truly were needing to heal.
- I can see Dissipation being a thing for a "Facebook/Netflix healing" emergency that crops up due to inattention, but otherwise it's too punitive to the caster to be very good in most situations.
You know it's a questionable emergency button when you first need to predict how badly you will screw yourself by using it and whether or not it'll be worth it. You can use it for extra ED during a push, and you can blow it to slop extra Lustrates before a downtime phase (during which you get to rest your MP, anyway), but neither use makes it a good emergency healing CD.

I like the idea of emergency tactics including instant cast, but it coud be overpowered :p
It's usefull as it is... But maybe something to pay up for the cost of pressing that extra skill coud be ok. Something like, a 20% attack bonus (like presence of mind) for 2 seconds, to help you with your next succor/adloquium
