I don't think this is about punishing. Its just they way they designed the game. While the crafting and gathering jobs are very comprehensive, their design focus is around story and combat and that dictates their design choices. This has really been the way since the beginning. You cant even get a mount without doing the story. Its just the design and generally they create limitations in their game as part of that design. They can't design the game to facilitate everyone's desired way of playing without having either unlimited resources or making compromises that may effect the quality of their game.
