I save my kicks for people who deserve it. People asking to be kicked just because they don't want to play anymore and avoiding the penalty is just as selfish; you leave and now our party has to wait for replacements.
I don't rage quit, my gold fish just conveniently catches on fire when the group I'm in is making me rage.
Quit acting like the DF doesn't automatically find new members for your duty. At most it takes like 5 minutes to get a replacement tank/healer and DPS replacements are almost instant most of the time.
By refusing to kick the person out of spite you're simply wasting your own and everybody elses time in order to hold a grudge created by your own ego. Just kick them, they aren't going to stay anyways and if you kick them you don't have to wait while they afk or fake dc.
I've never asked to be kicked but I also don't hold people hostage when they want to be kicked because it only wastes my own and everybody elses time. If you think that forcing somebody to stay or telling them to eat the 30 minute lockout is going to work then you're just being delusional. The only time somebody is going to eat the lockout is if they have to log off or have something else outside of DF they would rather do.

Sometimes, the response to requesting a quick for (whatever) reason is "No, not going to kick you, you can suffer with us or eat a 30 minute penalty."
To me this is an effort to keep a player hostage, even if they can "Leave at any time", they can not do so without penalty. I do not feel it is 100% justified to give them a penalty if they have given their best effort but do not feel like the party has any forward momentum/progress. I feel that such an action is, indeed, holding the player hostage.
However, this is purely opinion based. Before it we had people who would leave at the start of a duty. Now we have players who use it to ransom veterans into trying to carry weaker members. Both are not very good.
I earnestly believe after 15-30 minutes of attempts, you should be allowed to leave without repercussion. You gave it an effort. This would also stop the abuse of the more seasoned players as well.
It's not about wanting to play after joining the que. I join the que often enough and try to lead people to victory.
However, there is only -so much I can do- before I realise something is a futile effort.

We had myself as tank, and another tank. Two healers, both of which were good, and 4 dps, which are just that - dps'ers.
The other tank was horrible. When he picked up the adds, they were never brought into cannon range. Ultimately, I had to re-assign him to cannons so I could take over tanking, whcih also took me out of the ability to try and do tankbusters in clutch scenarios.
Trying to assign roles, I tried to find -someone-... -anyone- to step up to taking on the Dragon Killer cannon. I asked multiple times. Offered to teach if need be. Not a single person stepped up.
I left the duty. Didn't eat a penalty because I joined in-progress and as long as you join in progress, you can leave when you want (the way it should be.)
but if people are uncooperative, and I had to ask to be kicked? I'd expect to be kicked at that point, as people just aren't trying. But I can garuntee you that I would've gotten bite back. At that point, you're not playing - you're just being held hostage by a time limit.
If everyone else is still trying to run it, you are the only one with a problem. Again, it's not on the other players to get you around a penalty that was put in by the developers. If you find people who will, great. If they won't, too bad. If you are getting upset at them for this, or complaining about the other players, you are the one who is wrong.
If you have a problem with the penalty, your problem is with the developers.
