You misunderstand. The average player won't see the disparity between the jobs because the average player will not be playing their job to their maximum potential.
The issues arise in the very high end play where you are doing fights that are essentially supposed to be gearchecks, without actually having the gear, where every little bit of DPS could make or break the fight. I'm talking t12+ with current ilevel 110 gear.
I feel that anyone who has been able to reach these fights with the current gear available and notice the disparity can be classified as "good".
