I experienced half the problems you guys are talking about this past Wednesday. I just switched back to mnk for the rest of the day. I don't normally experience the lag I did that day. Usually my ninja experience with mudras is quite smooth.
Nin is not very lag friendly. At all.
I can't decide if this is a real issue or not yet, or if it is functioning as intended. I have a good internet connection and don't often get lag, but I will get snags in my mudra chains. I will rarely experience an occasion where I feel like I DIDN'T mess up and the game says that I did. Its a fast system that is going to require a lot of muscle memory to do well.
My current theory is that its better to watch your screen for the symbol to appear in the middle THEN hit your next Mudra, as it seems to flow smoothly when you do that, but if you are staring at your hotbar you tend to get physced out and hit it too late to pre-register, or too early have it move through smoothly. I think there are definitely some people getting destroyed by lag, but I think people with normally good connections are experiencing a timing curve.

Nah, sounds legit. My connection is solid. Have basically none of the problems anyone has ever complained about re: connection/lag (to any noticeable degree). But I've only got two mudras, and haven't been inside an instance as NIN, and Raiton is already a bitch. I can generally get it to go if I just go tappa tappa tappa, but I have to completely ignore my action bar or I'll psych myself out and break that rhythm in one direction or another.
And going by the symbol would fit with the way pretty much everything else works. Ability animations are the way & the law everywhere else (Benediction, Hallowed Ground), so why not mudras, too? They're almost certainly not registered until you see the symbol.
There is definitely something very off about it. For example, on most 3 cast Ninjutsu such as Huton, if you use Jin then you can get off Chi in less than the .5s cooldown but then have to wait to use Ten though if you get in the muscle memory habit of casting it like that you will screw up because other times and places either due to animation lag or latency it takes much longer. I have also noticed that casting Mudra on keyboard vs controller is much less sluggish most of the time.

Anyway back OT maybe a suggestion could be to give the Mudras an instant cooldown and give the Ninjutsu command a .5/1s cast so the server can then check which Mudra combo you have input and then execute the correct Ninjutsu with 0 possible errors with the Mudras.
Say for example you do Jin->Ten->Chi for Doton, inputting the 3 Mudra will be instant because of no cooldown therefore making it impossible to mess up from lag or other means, then you hit Ninjutsu and it casts for 0.5 to make up for the instant Mudras and the server has enough time to check which combo you entered.
Definitely, without a shadow of a doubt.
This needs looking at.
At a guess I'd say it's latency, I can see vids of Jp players on Jp server and NA on NA servers and they can execute mudra's very quickly in succession lower than the 0.5 stated recast.
Sometimes I'm able to do this but others not, it's inconsistent.
If it is latency it's f**ked.
the issues is the inconsistency , sometimes u can execute mudras w/o issues , sometimes u dont .....and in the middle of a battle when u are doing mechanics u dont want the game to fail to you....is frustrating that the MAIN mechanic from a new job is implemented poorly.
this game isnt ready for 0.5s GCD skills ...lag/connection/Ui issues (see the huton? now u dont! go rabbit....RAAAGEEEE)
