Patch 2.2 released a PARTIAL patch note list before the servers went down because it was a huge content patch that could cut the patch notes keeping all the possible market exploiting info out and still be worth a read.

This 2.28 patch doesnt have much to add besides the Myth increase, Roulette changes and the Zodiac Brave. If any part of the Zodiac brave quest uses a currently sold item it cant be included in the patch notes so your "early notes" would be:

Sir you're just wrong. 2.2 wasn't the first/only time they've released patch notes early. It was also done for 2.1 and will be done for 2.3 2.4 2.5 ect...

However they've never preemptively posted patch notes for any subpatch 2.21 2.25 2.28 ect... Just the way it is.
