What zones/regions are you in?
Because I was playing for a while in Limsa and that was fast/lag free, then I decided to travel to Ul'Dah/Horizon and it that got a lil laggy. Not unplayable but noticable in places.
My point been maybe your in zones with a high number of active players and that could be causing the lag.
I logged out in Horizon about 20mins ago not because of lag or anything like that but because RL things needed doing.

I've actually been pretty stable since maintenance, and I by no means have amazing internet (using a wireless connection with less than 80% signal strength most of the time). The only lag I receive is at peak hours, and that's just server congestion. If I'm ever lagging, though, I leave the area and go to another (Southern Thanalan is my go to, since it's not that populated). If I'm still lagging there, I'll usually log off for a couple hours or wait to get hit by an Error 90000.

I've been having the same stutter, to the extent that I am getting unplayable stutters mining in Sagolii and even riding my mount from Forgotten to the points. Additionally, I'm not getting lag connecting to GW2 or STO (and when your connection is worse than Cryptic's...).

Yeah, its most likely during the peak hours, with server congestion.
I been doing dungeons most of the day on my Arcanist, running Tam-tara, copperbell mines and halatali. Its been lag free most of the day, but about 1½-2 hours ago, that would be about 7 PM GMT+2, lag started to kick in.
People skating around in the dungeons. Some times its only a 1-2 second hiccup, other times it look like a d/c, where nothing happens for 5-10 secs, then BLAM.... game is fast forwarding to catch up.

For me world servers are always a bit laggy since monday, instances are ok when not too crowded it seems. AK was unplayable at start of the week but got better. Now sunday evening everything, instances and world started to lag so it's almost unplayable.
