A level 15 GLD in level 15 gear is simply not going to keep aggro against a level 60 BLM going hard.
There is a very good reason that Quelling Strikes is a vital part of the BLM toolkit.
But Windi is absolutely correct in that the time should be taken to educate a tank, and the earlier the better. Just go easy on them if they are struggling!
As for when to use AOEs, when the tank can handle it, the healer can handle it, and when your TP and MP drain is good. -

I keep getting into A10 runs where people decide to ignore the adds and let them beat up on me. As much as I enjoy WHM tanking it's not fun in there with all the explosions going on and people stepping on buttons sometimes. Of course since they ignore them they tend to blow up and kill everyone but the tanks :(
