Id assume its still a seal? As far as I know the rewards from the militia captain don't really change between level 1 and level 2

Lvl 1 is still a seal, but not 100% drop.

Could be unlucky to not have one out of 43 opens also unless the drop rate is less than that even. In any case its one way to make this content last until 2.0 I guess.Quote:
