- When does the problem occur: Well firstly my issue is that I get not only 1017 but now 90000 after it was said to have been fixed on the 1st, and is reported as being fixed under Technical Support. It occurs... all day today and yesterday from the 1st now to the 2nd... I can spam, occasionally hop in-game if I'm lucky, and then not even 10mins later I get the 90000 error.
I don't think it's my ISP. At all - because my fiance plays and has had NO 90000 errors. I have been steadily getting disconnected since .. forever.
@Aethingie: Perhaps the original post could be edited to describe the exact nature of the throttling issue (very severe lag / freeze up when talking to NPCs, attack damage taking several seconds to a minute to apply, player characters moving in unison very fast then coming to a halt repeatedly (rubber banding).
It seems many have misinterpreted the error 1017 and 90000 to be related to the ISP throttling issues. Really keen to see this resolved as each evening I can log in but I'm unable to play due to throttling / lag. Would be great if we can focus on the ISP throttling issue here only as the 1017 and 90000 issues have already been addressed publicly by Yoshi-P.
EDIT: no offense to any who are posting about the log in errors here. It's just a separate issue (and in fact a far lesser one for those experiencing ISP throttling) so please check the following posts which explain the proposed resolution of those issues which should start taking effect next week:

It's been a while since we've heard from someone at Tech Support about this.

This is the lamest thread I have seen. So no SE is trying to blame your isp? Shame on your SE. Fix the problem. Don't try to blame it on others.
Personally, I think that these misunderstandings wouldn't happen as much if people read the thread linked to the first post.
to be honest, I don't think editing the OP at this stage will make any difference, we're on page 18 now, I somehow don't think too many people are going to trouble themselves with even reading the OP and just assume that it's an attempt at diversion.

Right now the game client cannot retrieve the character list. But when I connect to the internet with a VPN service (i.e. kepard.com), then it is loading my character fine. This seems like a routing or throttling problem as well with my ISP.
Checked with Comcast, no help there. Was able to log in for a very limited time last night. Once again, same errors. Was able to see NA servers, but not able to log in even after getting into queue. Comcast Tier 1 support sucks. I haven't talked to one yet that actually knows how a computer or a network works... Sad when IT is what I do for a living. I explained about the possible P2P issues, that the may be mistaking the game with P2P and their statement was that Comcast doesn't allow p2p. As I tend to say, stupid people unite, stand in one spot on the map, and prepare for the barrage of artillery to put them out of our misery.
No message about NA/EU servers being down from SE either, yet I can't seem to get on the servers. Again.....

The problem occurs 24/7 for the last three days. Currently unable to get a NA world list, Japanese servers can be connected to.
Ever since the last time I logged in I have been logged in continuously until this happened.
I contacted Comcast and they are unaware of any issues connected to the game or to my service.
UPDATE: Completely uninstalling my McAfee antivirus allowed me to get a world list immediately on reboot. I had turned the firewall off previously but that was not enough. Now that I uninstalled it completely I can get into the world list chacter selection screen immediately! woohoo

Same issue as everyone else. Played since Beta 3 no problems, game ran perfectly not even a little lag or connection issue. Starting Monday (Sept. 2nd) I haven't been able to do anything in-game without my connection dropping to 0 sending/receiving every 10-30 seconds for 10-15 seconds. If it doesn't connect back I get booted with a 90000 error. Please fix this issue with maintenance on Wednesday.

The instance server works relatively fine (I'm assuming because there's no other players and bandwidth usage is considerably lower in there) but as soon as I'm back on Ragnarok it's back to being pretty much unplayable.
Have phoned their customer support but none of them appear to know a single thing about how the internet works.
Perhaps SE will have better luck convincing BT that it's a video game, not a torrent site, and taking XIV off their p2p throttle list (which would probably take one of their technicians all of 30 seconds) is probably preferable to forcing maybe thousands of people to upgrade their contract or switch ISP altogether.

Absolutely unplayable - basically clicking on an NPC freezes you in place and takes between 1min and 5 min to respond.
Cant participate in FATEs or even play in populated areas as the latency means any action I take does not get a response for c.10 - 30 seconds if at all.
