It did say they're charging you for it a few days before it shipped, so I assume you can't cancel your order at that point. By the time you could get access to those areas, you've already been charged for it.
Also, I finally got my order to go through. Chrome would NOT let me do it, no matter how many times I refreshed. Weirdly enough, it was Internet Explorer that allowed me to get all the way through the process with minimal refreshing and no issues on the drop down menus. -
