Bottom line - if you aren't in a party, healing yields extremely unpredictable rewards. Is it possible to garner great rewards? Absolutely! Is it predictable? Not at all. I keep the tank alive and anyone else is out of luck, I'm afraid, while I do what damage I can to up my odds. In a party, I heal, and dps when healing isn't needed. Until SE fixes the broken healing rewards system, this will continue to be the case for (I dare say) the majority of healers. In other MMO's, giving healers credit (for example) for healing a person who got a kill in PvP helped a TON. That enables healers to do what they're meant to do - heal.
As for raising, I quickly look to see if anyone needs a raise but I don't waste a lot of time searching. I don't mind people asking for a raise if they happen to be nearby, and I often will drop a heal on someone I'm passing by if they're going to bite it. I do my job so much as SE allows me to do it AND ALSO to benefit from doing it. Simple as that.
