From what i heard is that the first patch was only 10% of content and the rest will be out when we get the last 30%. but from what i found on the Japanese forums.

Pretty sure, they Split it 30% (Easter content, NMs, nothing else really) into 1.17, they other 70% im pretty sure, is coming in 1.17a, and most likely, 1.17b is going to be fixes fixes fixes.

The only weird thing about this is the lack of usage for the testing in progress forum. They're either a) still setting things up and dealing with problems on that front (communication or whatever), or b) they've given up on that idea. Or c) it'll be used in the future when the test server opens.
It was nice to see the contents of 1.16a a bit beforehand, even if it was a small patch. -
