Time over rewards, the roulette pays out no matter what, and CT raids are the shortest AR in the game, it is a simple conclusion.

Do the rewards from the bosses make any difference, or are they negligible enough to ignore?
They are negligible unless you are on-level, without sync, like Nier raids pay out well if you are level 80-89, Myths raids pay out well if you are level 90-99, so on, there is also a quirk to it where if you have one of the preorder earrings, like Azeyma's Earring for the most recent one, it will take in account your sync'd level to buff XP rewards, rather than your actual level, so doing EW raids will always be doubled, this does make direct queing for Alliance Raids very good for leveling if you are in those ranges.
The kicker there is that there is plenty of people who are already max level on all jobs they care about leveling, and so the XP is pointless, they are doing roulettes for the tome rewards, 120 uncapped and 50 capped, which is nearly completely unaffected by what duty is actually done, only current expansion, Jeuno and Sand Oreo, will influence it in any way, so for those people, a 30+ minute Nier run is just not worth it, and since you can't re-lock raids, it is better for their interest to keep them locked in the long term, rather than the marginal increase of rewards they would give.
Aye, I imagine it can happen outside of Dynamis, I was just using it as the best example of this because a lot of people just don't seem to realize how much that data center skews and warps the new player experience, especially while leveling. I wasn't even done with ARR myself when I had plenty of jobs that were 70+ back in the day, or how I've barely started EW and have every job at 100 right now.
While I'm not inclined to do AR roulette myself anymore... it would be silly to lock some other level 100 from it until they've unlocked Myths AND Echoes when they could be filling queues for Mhach, Ivalice, and Nier in the meantime until they catch up in the MSQ and THEN the AR requirement goes up to make them go pick up Myths and Echoes.
I had done all of this, shouts in every major city, on several servers.
Literally did everything a person could to fill a party (def not a DF/PF noob, so I know all the tricks; my friend's new, I'm not) and it still took a total of 9 hours (just queued in DF - another 2 in PF) to get Euphrosyne to pop, and then another 8 for Thaleia.
Add that to the 3 hours for Aglaia, and we're at 20-22 hours of waiting to finish a raid series that has a total playtime of around 5-6, if you're taking your time.
Not great.
I did Euphresyne on an alt less than a month ago and while I did have to wait 35 minutes, it did eventually fill.
There IS a glitch out there that a duty finder instance can get stuck for hours. I thought they had patched it, but you might have encountered a genuine bug.
Don't give up. I had the same issue when I was trying to get the healer boots from Thaleia and it could take hours without the queue popping...
What's annoying is that you're trapped in the queue and cannot do most activities so if possible try to plan something to do while waiting.

It's just incredibly frustrating to spend hours upon hours of waiting (almost a full work day of waiting per AR is crazy) - and this is especially true for newer players who are just starting on the extra content besides the MSQ and will lose interest in the game REALLY quickly because of it.
11 years worth of (even really cool) content means nothing if it's mostly annoying to get through. And all it would take is a few tweaks to make it comfortably playable again...
I think the only way to "fix" the alliance raid problem(for duty roulette at least) is is to separate the alliance raids into their own roulette BY EXPANSION, such as having CT being a part of the ARR alliance raid roulette, which also gives the devs the excuse to have high level dungeon/leveling roulettes based on expansion.
More daily roulettes means more rewards, which means more level ups for players have yet to hit the level cap on a job that want to play... BUT level sync in it's CURRENT state kind of sours the reward part by A LOT... and current roulette design is only designed for people to troll and point out how AWFUL the current design philosophy for jobs and leveling REALLY is...
Interesting, so these people would rather sit through CT and just get roulette lvl 100 tomes, and not unlock the other ARs that give 80-120 uncapped tomes and 8-15 capped? Odd thought process, but okay. all CT raids only give poetics as default rewards when uncapped tomes are quite plentiful in any other AR.
