Leves have done this since the begining of the game, i think. It was just never widely known and or cared about before 15 minute abilities came along because all abilities were on such short cool downs anyway. Add on top of that the fact that many people don't even bother doing leves, causing it to slip under many players' radar.
But no, it's not cheating. It is kind of cheap though, lol.
It sounds like the game is acting the way that was intended, but for a purpose that was not foreseen. Not sure I'd classify that as an exploit, and I'm fairly sure I don't even care enough to worry if it was. It's not exactly gamebreaking, especially considering how very "meh" most 15 min job abilities are.
Also, increasing the waiting period has absolutely nothing to do with this exploit and anyone who suggests it as a solution is an idiot.

doesn't seem like intended game mechanics to me. I'd say it's exploiting. you have to remember, an exploit isn't necessarily a 3rd party program that let's you do things that you shouldn't do, it's taking advantage of (exploiting) a buggy mechanic, or unintended ability in the game, to gain some advantage, however small. ofc, you'd have to hear the final word from SE on if it's intended gameplay or not. I'm just speaking from 8 years of MMO experience.

This is absolutely not cheating. When you start instanced content, your abilities cooldowns should be refreshed. End of conversation. Starting a leve and abandoning it to reset the cooldowns is merely a workaround for the bad design of the instanced content.
If cooldowns can be refreshed before leves (instanced content) than they should be automatically refreshed before Ifrit, Gardua, Cutter's Cry, etc (also instanced content).
