It's not some lore thing. Every Ascian uses a player model and animation rig—usually they're Midlanders, though Loghrif is a Highlander. Even Emet-Selch is on a technical level just an Elezen with a unique head, like quite a lot of Garleans (and Merlwyb).
Gaia, by contrast, is more in line with things like Kobolds, Sahagin, and so on. Her clothes and hair are part of her body, and she has very limited options for animation. If you were to somehow try and force her to play out 99% of animations the player models are capable of, she'd just T-Pose instead.
you do realise while it is a lovely hairstyle that it's no weighted well and sticks out when she moves her head as it would for us as well.
For me, I would like to have a face like hers. It just has so much character to it and, for me, it has a nice balance of being stylized and real-ish textures.
Maybe they could get Tetsuya Nomura to design some faces/facial features for players to use in the character creator.
Merlwyb is definitely using a Roegadyn model now, but I assume she would have been a modified Elezen in 1.0 when the female Roegadyn model didn't exist yet.
Personal taste of course, but I think her face proportions look really off. It's like they tried to replicate the concept art exactly instead of treating it as an art style difference and basing her more on normal Hyuran proportions even if they want to make her face unique.
Much as I'd like them to include her hairstyle, I know it'd likely be gender-locked.

I love her outfit just one issue. PINK DONT GO WITH IT..neither does pink hair. And for me my character got to have pink somewhere. Dont anyone say it..yes that last part can be take wrongly but lets not.
