Most: Limsa. A place where I can get peoples attentions easily for general chat and now my grand company is here. Overall I find people much more "approachable" here
Least visited : Gridania. Aside from essential visits I don't see anybody besides crafters in the market place doing crafter things or people inside Adders nest turning in GC stuff.
Bonus: Ishgard is a ghost town & I've never attempted to talk to anybody myself in Kugane.
Currently I find myself spending my time in Ul'dah more than the other major cities. It's a bustling place! My free company house is in the Oasis.
I am starting HW so my time in the future will be mostly spent in Ishgard. The snow is pretty and the cold doesn't bother me as much as I feared it would. Guess it's my body fat.*
The least visited is Limsa Lominsa. Now, that's not by choice. I love the sea, and enjoy the surrounding areas, they remind me of home*; but, my journey is taking me further away from Limsa Lominsa each day.
*Just a bit of roleplay there.
Most: Kugane cause i have a House in Shirogane and i also like the music.
Least: Limsa. I avoid to go there almost like its dangerous to set foot there. Its usually overcrowded with unpleasant People.
Most is Limsa Lominsa, though I'd much rather be spending my time in Kugane since that's where my house is. If it weren't for the stupid Grand Company HQ there, I'd be off in Not-Japan right now. I, for one, really wish they'd create a GC Representative NPC for housing where you could manage squadrons, seals, and daily turn-ins.
Let's see, I go to Gridania on a regular basis to cash in my Twin Adder Grand Company script for various items. Right now I am mostly in Kugane because of the MSQ and transportation costs to get to and from Othard. Limsa I go occasionally but it is crowded as hell 75% of the time and I mean crowded to the point my computer has trouble loading all the player characters at once.
Most: Kugane
I love that place.
Least: Ishgard perhaps.
I only go there for job quests.
Most: Limsa, Grand Company location (Aparetments in Mist, FC house is in Goblet, but I don't count them as they are in a House Zone & not a City Zone)
Lest: All other cities unless needed by quest/event (I like Ishgard's music but not all the cold, I hate winter)

I just love seaside areas to be honest.
Least: Ul'Dah
Not really a fan of large slummy, city areas.
most: Ishgard, as it's my fav, got it as return point since starting HW and it's nice since I don't like crowds. Close 2nd is probably Gridania because of GC and house.
least: Ul'dah probably? Only going there for the crafter quests. Also the Ala Mhigo areas, visiting RR just for getting gear, and I haven't been in the others once before I leveled gathering enough. Kugane's a bit far though nice, but now I'm there a bit more because of Eureka/new content unlocks.
Most: Gridania (gc, fc house, personal house) i travel between Gridania and uldah often on foot or chocobo to recruit sprouts... Limsa for the close MB... kugane for new stuff...
Least: ishgard... why go there?
