The devs said they can't make instanced housing.
And by that, they mean they won't. It's been done in other games, yet they choose not to use dev resources to implement this, and intentionally limit the housing supply.
They made a massive mistake in allowing personal housing alongside FC housing. Instancing is the only way this will ever get fixed.
SE devs and producers are just too stubborn to admit it.
