I wouldn't be too surprised if was Shatotto. I wouldn't be too surprised if it was Rhalgr. I wouldn't be too surprised if it was both.

The statues show up yet again at end of Dun Scaith when you fight Diabolos. I'm thinking they were contemporary depictions of Rhalgr.
