Yes, if you are doing anything with tank swaps you need it. But there's quite a lot of content where it's totally unnecessary for anything except longer-distance pulls (which is actually how I use Provoke most of the time, just to give it SOME sort of a use)

Unless you are doing your MSQ Trials and the other tank dies and you were OTing and everyone in the group dies because you couldn't provoke. Or you know, you have that One DPS that crits on a Raging strikes opening starter and just doesn't use quelling strikes.

They aren't telling the OP what to do though. They're making a simple, valid suggestion that would completely alleviate the self-imposed problem that the OP is experiencing. If he finds the cross-class grind on alts to be so tedious the quickest and easiest way to resolve his problem is to stop making so many alts in a game that was largely designed around doing everything on one character anyway. Barring that, he can either suck it up and get it over with or he can simply not bother with cross-classing his alts at all, though I wouldn't expect groups to be very fond of him if he did that.

You almost answered your own question. Having more skills to choose from means you might actually wind up with something useful to put into that 4th~5th slot instead of it just being relegated to a filler skill that you only stuck there so there wouldn't be a gap.

I always thought the whole point of locking those type of abilities was to encourage players to explore other classes? When I started playing, the thought of playing a Archer or Lancer made me hurl (I used to dislike archer classes in mmorpg), but after playing both I enjoyed them alot, especially the Lancer. Lancer was boring at start, but since I had already leveled White Mage, the boring gameplay did not discourage me form leveling my Lancer and turning it into Dragoon (which made this class soo epic, Dragoon is <3.)

On-Topic:

If they are going to reduce Blood for Blood, then they should be fair and reduce all the other cross-class skills.

I would rather they left it alone. B4B is a good skill. Let them work for it imo. There is absolutely no reason to lower it especially with how fast it takes to lvl.

Instead making alts eternally would be better you used that time to get all relics, imo. To you lvl all alts and all to 60 you must have a lot free time to even have to work 2 or more times to cap tomes >_>

One character is enough, or two max if you want to do double role at same time with the double tomes for raids, aside that I see as pointless.

About cross-skills, people should get all for better performance. Tank without provoke is bad in a emergency or some mechanic that need quick tank swap or if the tank lose the aggro to the DD and see that same DD die because you didn't provoke, the BfB and raging strikes are good and BfB has to be used careful times to times but increase your dps a lot, mantra to help healers on a hard part, E4E and stoneskin for mitigation and the most important one for any caster the swiftcast. Those are some examples but they are vital for the success of a raid or primal, missing some during the content is bad for the party as whole.

I'm sorry, but I don't find "play the game less" to be a reasonable suggestion. The OP has fun making alts for whatever reasons, and he's making the very reasonable request that something be done about cross class skills. He's asking something that would improve his experience with the game, and there's nothing wrong with that.

It's a figure based off pretty simple math. 10% damage boost + can be maintained 1/4 of the time (20 second duration, 80 second cooldown) = 2.5% damage increase.

This is assuming continuous fighting though, which isn't always the case, so the actual "2.5%" result may vary. In most dungeon scenarios it'll effectively be a little bit higher due to between-encounters time when B4B is cooling down... but still probably not a whole lot higher unless your dungeon pacing is very slow.

I think that's still being very generous. Depending on fight pacing and the hardiness of the foes in question, I would think it's quite possible for B4B to not even shave off the number of GCDs needed to finish an encounter by one (considering a 10% damage boost would effectively require you to get 10 GCDs in before granting you the extra damage of one full GCD, and you can't get off 10 GCDs in a single B4B), meaning that it's quite possible for one B4B usage to ultimately not even save you any battle time. That's how small of an impact this ability has when used by anyone except DRG.

Now yes, in a more extended fight it might make an impact that's a lot more visible in the long run. For most encounters in the game though... it's a very overrated sort of ability. Good to have: yes. The end of the world if you don't have it right away like many people here make it out to be: hardly.

1) It's really not hard for a OT to be 2nd in line for hate without needing Provoke. I would know because I had to fulfill this "backup tank" role quite often, and I have never needed Provoke for that purpose. If they're letting everyone else die because the MT died, that is because they are not paying attention, not because they didn't have Provoke

2) Really does not happen frequently enough (or at least shouldn't be unless the DPS drastically outgear you) to justify a "you cannot tank without this ability" statement. Yes, there are certain encounters you cannot cleanly perform without it but the vast majority of the game is still very tankable without it.
