I believe the number is for the number of players recommended for a specific treasure map.
I think most of the time the number is just for completion's sake to give that authentic feel. Most of the maps are just places with nice views.

Alas, afterward I received one from voting on the Hairstyle contest! Woe is me!! Why did you close entries a day early?
Same question wanted to check in if the Cartographer Contest ended on Thursday Oct 8 and not Friday Oct 9.
