Because the Japanese society is extremely judgemental of anything that relate to children. When the hentai friends get wind of this and rush to play the game making doujins about these loli'tes, you can be sure Square Enix will be under pressure to stop designing these.

A small company of nobody can afford to do it and stand up straight, claiming gentleman. Square Enix cannot.

While I don't really care one way or the other since I wouldn't be playing as one...which map is this one on? I'll admit I wasn't paying special attention to all the NPCs I talked to.

She's in Idyllshire.

You can SOMETIMES see her in Idyllshire. You wont reach that area until 57-58 or so though. She is standing near an NPC named Midnight Dew. She only pops up sometimes, and she's not a named npc. Much like when you see someone's retainer out and about.

There's also a child Miqo'te in Revenant's Toll. Saw her the other day when I was running around there for a quest. She's on top of the ledge/building just above Slafborn, on the northwestern side of the Aetheryte plaza
