Yup. It's called a mesh-deformer, can be applied to any weighted area of a skeleton.
Weight are essentially the influence a skeletal bone has on the 3D surface of an object.
So the skeleton is layed underneath, the 3D mesh 'skinning' tothe bones and then the process of painting the weights onto the model begins.
