The biggest issue is that when the monster 'returns to his territory' he does it at a fairly slow pace, and if you hit the monster they come right back and do the circling thing the OP mentioned.
Have the monster run and ignore players until it gets back to where it started. This way you can't keep baiting the monster with no risk.
