Sounds likely to be from CT, no idea why it's i90 when CT is confirmed i80. It's one of those many things they had ready or almost finished but didn't quite make to release because they rushed the game yet again, could be in 2.1 or could be delayed to the next CT patch in 2.3. It really sucks for BLMs that their Allagan weapon absolutely needs the shield to be equal to the Relic +1 and it might not even drop from Coil, another quality design decision from the team, sucks even more when blind fans just tell you to deal with it.

Maybe instead of asking a dev, are there any legacy players that managed to clear Coil in its form during 1.0 (if it existed)?
Because, if that shield existed back then, there may be no guarantee that it's coming out until they put more bosses into Coil past Twintania. Also, that might explain why it's in the database but not found yet in game.
I'm pretty sure the devs are not going to reply to this as telling us where something drops in the game might be considered a "hint".
That aside, it's kind of a puzzle. I'm sure someone will discover a answer as more content is added to the game.
Coil was introduced in ARR and didn't exist back then, those shields weren't in game either. There are a couple of items that were obtainable back then but now are missing though, no idea when or where they'll make them available to new players, items like the Explorer's Callot and Mage accessories off the top of my head, only players who obtained them in 1.0 can currently have them and they weren't on the list of "to be removed" items that was posted back then.

My FC has two scepters now and neither of them use it because it's weaker than +1 relic. Pretty cool that the hardest content in the game right now gives you a reward that's weaker than what you get for logging in once a week for 3 weeks.
