What platform is future proof/safer Pc or Ps3

Goes both ways, sure; though the primary reason I always choose a PC over any console is flexibility.
I can mod away, edit LUA/Engine/Input files to suit whatever needs/wants I may have, etc.
You don't always have to upgrade but you also have that option and not to mention, if something goes wrong, if you know what you're doing, you can fix it in a jiffy. Then there is Steam, SweetFX, all the recording and streaming tools in the world, NVIDIA tools if you roll with their brand (Such as Shadowplay), etc.

Anyway; OP.
Right now a PS4 or a PC will suffice well more than enough for years to come. I would avoid a PS3 mainly due to the current issues it has; which I suspect are here to stay.
After the addon tools are released, though...
You'd for sure want PC all the way.
So my vote, if you have the money, invest in a decent PC and it'll last you a decade or more.

If people already have a PS3 then it is fine to play with one. I would suggest someone to switch to PS4 as soon as they can though.

I wouldn't say PC burnt me bad, it is just a case of i no longer see the point in spending large sums of money for a PC which needs pretty much constant upgrading to play games at a constant frame rate.
On console games just work. On PC you have to turn things on/off or up or down to get a smooth experience. If you want a perfect experience where you run everything on max settings then you have to spend more to keep up.

Look at the life of a PC. You spend say £800 and it plays well and as time goes on you have to turn game settings down to achieve a smooth experience and this continues until you are forced to upgrade.
Life of a Console. You spend much less and it plays well until you buy your next console. All games run the same and in many cases the graphics actually improve in games over the consoles lifetime.

You do realize/understand that the same scenario you describe is exactly how it went for the 360 and PS3 throughout their life?
New effects and particles/textures drag down performance. Many games on 360 and PS3 started at 720P resolutions (Some games with upscaled 1080P; keyword being upscaled) with 40-60 FPS but very poor effects/graphical fidelity. As developers evolved their techniques, that graphical fidelity went up but performance started to tank and resolutions started to steady around 480P and sometimes 720P with very, very rare scenarions of upscaled 1080P; FPS at this point was at 20-30 tops, though.

My 5+ years old PC costed me nearly 800 USD to put together, not counting a monitor that I had around for a while.
But it could/can run this and many, many other "new" games are high or very high settings with no sweat. Highest FPS would be around 50-60 but with particle/high graphic fidelity games such as Metro: LL or Tomb Raider, that would start to tank down to 20-30 FPS -- but here's the great thing; as you noted, you have the option to adjust your settings to medium and you're now running at a rock solid 60 FPS again; while still having a far better looking game than you would on any console.

The XBONE and PS4 are repeating history, too. Except, they're trying to push for 60 FPS while retaining maximum graphical fidelity. Unfortunately as seen on many of the comparison reviews done by Digital Foundry (Search for them on Youtube), the maximum resolution the PS4 is pulling is around 900P and the XBONE seems stuck at 720P; if they push for maximum graphical fidelity (Which is still far lower than your average PC) and maximum performance (Which is also still below the average PC).

Now, my current gaming PC would be totally unfair to compare against any console, but to give you an idea, it runs this game at 1440P resolution with SweetFX fully enabled, all settings maxed and 60+ FPS constantly (It can reach over 90+ FPS if I disable VSYNC).
It definitely costed me a bit; but it will last me and perform far better than any console of this "new" generation. If performance starts to tank, you can deduct off that 90+ FPS and I'll still be around 60+ FPS (Which is what I aim at usually).
If I run at 1080P native (Which is what the "new" generation of consoles advertise but DO NOT run at; realistically only run at 720P and 900P with some upscaling to 1080P) I can achieve 120+ FPS.
However, my monitor is not 120/144HZ so no point in me going that route (I don't play first person shooters/multiplayers; and 120+ FPS is ideal for those games, mainly).

Bottom line, you don't need to upgrade unecessarily.
You can save so much money by simply spending smart and estimating part life spans :)

It happens due to games being made for PC that are tweaked down to run on consoles.Titles that start off on consoles ie GTAV for instance do not suffer in that way. I also understand that the PC version of GTAV when it arrives will look much much better than it does on console. As i said though they both have their pro's and con's.

I have also seen the Digital Foundry reviews i saw the results. Once again though a PC title tweaked down onto a console. (I did giggle at the Xbone suffering)
You are also making incorrect claims about how the next gen consoles claim to run at 1080P. They CAN run at that and will. You are basing your argument on a PC title converted to console.

The difference though is you don't have to spend £800 to get that experience.

This is the service that went down for weeks, got hacked 4-5 times in succession, and exposed double-digit millions' of consumers' data due to ridiculously poor security practice. Yeah, I'll put up my own amateur security practices on my PC against those any day.

Browse the internet in a VM and 99% of your security problems on a PC are solved anyway :)

If this was a PS3 cell-processor we were talking about and optimization, I'd say you'd have a valid point.
However, while the components may have some proprietary details, the architecture is far closer than ever before; the consoles and PC are almost identical now. So optimization will be done more globally than ever before.
These games are being developed with all things in mind, so I highly doubt this will be anywhere near what it was once upon a time.

So my "claims" are not incorrect at all.
The developers themselves noted the consoles limitations; even Titanfall (Originally a XBONE exclusive, now a PC/XBONE exclusive; though I doubt it'd stay the same, I suspect it'll go PS4, too) runs at 720P on the XBONE and the developers have noted the issue as being due to hardware limitation.
That's one of many "console" games being "ported" to PC; your example, only backwards and yet... it's a hardware limitation.
Now note I use quotations; I do because all of these games are developed in PC environments with developer kits. Titanfall is no exception; the E3 presentation was running on GTX GPU's and on maximum settings; but they were essentially PC systems, with what I suspect developer kits or some propriertary things.

I am certain developers will get better as time goes; but one thing is for certain, performance will not improve much more.
If anything, it'll go down. Thus either that 60 FPS or 1080P they advertise, will suffer in one way or another.

The console wasn't hacked though was it? :)

Also it was closer to 20 times than 4-5. It made me chuckle at the time also and i own a PS3 :)

I do know how games are developed i am far from a spring chicken when it comes to gaming.
