Goes both ways, sure; though the primary reason I always choose a PC over any console is flexibility.
I can mod away, edit LUA/Engine/Input files to suit whatever needs/wants I may have, etc.
You don't always have to upgrade but you also have that option and not to mention, if something goes wrong, if you know what you're doing, you can fix it in a jiffy. Then there is Steam, SweetFX, all the recording and streaming tools in the world, NVIDIA tools if you roll with their brand (Such as Shadowplay), etc.
Anyway; OP.
Right now a PS4 or a PC will suffice well more than enough for years to come. I would avoid a PS3 mainly due to the current issues it has; which I suspect are here to stay.
After the addon tools are released, though...
You'd for sure want PC all the way.
So my vote, if you have the money, invest in a decent PC and it'll last you a decade or more.
