I have the same patch number. Even after deleting/re-installing.
Are SE and Etisalat really working together? For me, they've been unwilling to help so far. Not doubting, just anxious to see actual progress!

Sorry to say this but the last time Etisalat had a similar problem it took them 2 months to fix it, it might be shorter this time but keep your expectations realistic.
I'm using a Du sim card to login then switching to my Etisalat home wifi right before the character selection screen. Been doing this for 3 days and so far used less than 20mb. I dunno what deals Du have at the moment but I got a 1GB prepaid sim card for 155 dirhams, it's expensive but it guarantees that i'll be able to play for 30 days and have enough data for any FFXIV updates. I didn't know how much data I would need, that's why I got the 1GB but it looks like I paid for a lot of data I won't be using.
Ok so I was having the issue where the screen would just go black and never get to the log in screen. All I did to fix it was go to your notifications->downloads-> and open the game from the last update file that was installed for ffxiv. It worked that way. I don't know why but it did. Maybe it can help some of you.
So... the only solution is to pay more for Du? No way, I'd rather support Comcast. SE chat had told me this:

After trying restarting, re-installing, port forwarding, static IPs, etc. I believe this packet loss is ultimately the issue. I spoke to Etisalat and they said they can do nothing, even though Emix is their network.
Is there really no way to fix this without switching ISPs or platforms? If so, I have never been so totally disappointed in a game and ISP before. It has absolutely soured my experience with XIV.
This account on Twitter @FFXIVArabic has been contact with Etisalat and they told him to try logging in at around 10:30AM today because they are testing the solution. If anyone at home please try after 10:30AM today and tell us if it works please.
